PROBLEM TO BE SOLVED: To start the operation of the optimum number of coolers at the optimum time from before a transformer is put in the state of an overload to the forecasted load on the transformer. SOLUTION: In a transformer control device which controls the the operating condition of a cooler 2 to a time fluctuating load on a transformer 1, the forecasted load on the transformer 1 and the forecasted environmental temperature of the transformer 1 are found by the mathematical model with an excess response of the transformer 1 and the time series winding mean temperature of each winding is found from the operating condition of the cooler 2 to find the time series winding mean temperature of each winding from the forecasted load and the flow rate of a cooling medium and the number of operating coolers 2 and the operation starting time of the cooler 2 are forecasted from the mathematical model so that the winding highest temperature becomes lower than a critical temperature.
