PROBLEM TO BE SOLVED: To provide a buffer capable of providing a stable shock absorbing effect under a simple method. SOLUTION: This buffer is constituted of a main body 11 having central holes 11a on both end parts and a storage chamber 11b on a central part and a rotor 12 to set in the storage chamber, the rotor has a through hole 12a at a position where a distance from an edge part of which is not constant, and the through hole and a center of the central hole match with each other at least once while the rotor rotates once. Hereby, it is possible to provide a means to stop rotation of the rotor in a state that the center of the through hole derivates from the center of the central hole by rotating the rotor.
