PROBLEM TO BE SOLVED: To provide an automatic train control device and an automatic train control method, that receive permissible stop-section information transmitted from a ground device to a track section by one section behind the absolute stop-section and control the run speed of a train by treating a part of the absolute stop-section as being a permissible section. SOLUTION: In an automatic train control system 100, the ground device 13 transmits according to the position of a preceding train 12' on the track circuit 14 a permissible stop-section-entry signal and a permissible stop-section- length signal to the section 14c by two sections behind the section 14a, on which the preceding train 12' is running. An on-train device 11 of the following train 12 receives and stores the information and compares its actual run distance and the permissible stop-section length, when entering the section 14b by one section behind the section 14a, on which the preceding train 12' is running. Then, the device 11 controls the following train 12, by applying a normal brake when the actual distance is judged to be shorter than the permissible stop-section length and by applying an emergency brake, if it is judged to have exceeded the length.
