PROBLEM TO BE SOLVED: To realize a regional information providing system which automatically detects a region to which a user belongs for the user of a portable terminal, who requests service information, attaches relative position information between the user and a service providing place and can provide the user with the latest information of the region. SOLUTION: This system has a means of receiving a request for the service information from the user of the portable terminal via the portable terminal; a means for specifying the existence position of the portable terminal from the position information of a relay station that receives radio waves from the portable terminal; a database provided with the name of a service provider, type of business, position information, service contents information and service information including connection information with the service provider, a means for retrieving information requested by the user in the region, to which the portable terminal whose existence position is specified belongs from the database; a means of deriving the relative position between the retrieved service provider and the portable terminal from the position information of the service provider and the existence position of the portable terminal, and a means of attaching the information of the derived relative position to the retrieved information and offering the information to the user via a portable terminal.
