PROBLEM TO BE SOLVED: To provide a device and a method for generating virtual radio or TV broadcasting which is targeting individuals. SOLUTION: This method generates the virtual radio or TV broadcasting by downloading the data including the contents, information and advertisements from a Web site of the Internet in an optional sequence. These data are desirably downloaded into a portable device such as an MP3 player or a mobile telephone that can be intermittently connected to the Internet via wireless connection. The software loaded into the portable device composes the downloaded data into a conventional radio or TV broadcast format in a specific sequence and by using an algorithm that is designated by a user, etc. Meanwhile, the user data or user fondness are uploaded into the Web site and reflected on the form of data to be downloaded. Then the virtual news broadcasting which is periodically updated can be generated in the same way.
