PROBLEM TO BE SOLVED: To provide a gas meter and a leakage determining device capable of preventing inconvenience due to use of a gas burner during gas leakage determining operation making a gas emergency trip valve closed. SOLUTION: A learning changing means 45a6 changes an inspection time on the basis of gas burner use condition information during a previously determined learning term. A returning valve opening means 45a7 opens the gas emergency trip valve when it is determined that the gas burner is used by a use determining means 45a4 while the gas emergency trip valve is automatically closed by means of an automatic valve closing means 45a1.
