PURPOSE: A front substrate of a plasma display panel and its heating method are provided to improve transmission ratio by preventing diffused reflection within a dielectric layer, and generate electric field uniformly over bus electrodes. CONSTITUTION: A front substrate of a plasma display panel comprises sustaining electrodes(11) spaced by some distance from each other, a dielectric layer(12), a protective film(30) between the sustaining electrodes(11) and the dielectric layer(12), and a protective film(13) over the dielectric layer(12). Each of the sustaining electrodes(11) has a pair of a transparent electrode(11a) and a metal bus electrode(11b). The protective film(30) prevents the metal bus electrodes(11b) of the sustaining electrodes(11) from acting with the dielectric layer(12). The protective film(30) is applied to seal the sustaining electrodes(11) after heating the sustaining electrodes(11), and then heated. Then, the dielectric layer(12) is applied over the protective film(30) and heated. Then, the protective film(13) is applied over the dielectric layer(12) and heated.
