PROBLEM TO BE SOLVED: To provide a developing device and an image forming device where high image quality can be obtained while maintaining high maintenability that makes the exchange of developer unnecessary. SOLUTION: In a non image part, carrier is stuck to a non image part on a photoreceptor drum by applying potential to eliminate fogging that is greater than fogging eliminating potential (Vback) in an image part and the stuck carrier is carried onto the photoreceptor drum 28 and recovered by a cleaning device (cleaner 26). Here, set value for the fogging eliminating potential to carry out recovery is varied and controlled according to the value of toner concentration. |
