PROBLEM TO BE SOLVED: To provide a motion detecting device that improves its detection accuracy more by using the image data of pixels around a pixel whose motion is detected. SOLUTION: Thresholds used in comparator circuits 9 and 10 are changed according to the difference of image data between two vertically adjacent pixels with respect to the pixel whose movement is detected. The comparator circuit 9 compares the differences with the thresholds of image data between the two fields of the pixel whose motion is detected, and the comparator circuit 10 compares the finite differences with thresholds of image data between the two fields of the two vertically adjacent pixels with respect to the pixel whose motion to be detected. The motion of the pixel is detected from the value obtained in such a manner that an addition circuit 12 applies weighted addition to these comparison results.
