PROBLEM TO BE SOLVED: To provide floor heating panels and peripheral panels laid on a unheated floor section on the periphery of a heated floor section, which reduce production costs thereof, save labor for installing the same, and are improved in installation convenience by imparting handling convenience thereto when they are carried into the construction field, and to provide a method for installing floor heating appliances. SOLUTION: A floor substrate 6 is laid on a floor portion 5, and the plurality of floor heating panels 8,... constituting the heated floor section 7 are directly laid on the floor substrate 6. Then, the plurality of peripheral panels are laid on the unheated floor section on the periphery of the heated floor section 7. Each peripheral panel is formed of almost the same material as that of the floor heating panel 8, to thereby have a thickness similar to the thickness of the floor heating panel 8.
