PROBLEM TO BE SOLVED: To provide a low price fire detector capable of monitoring a wide-area and efficiently and highly accurately detecting a fire without requiring complicated image processing. SOLUTION: A luminance data extracting means 11 extracts luminance data from an input image. A re-sampling means 12 generates re-sampling data by carrying out the re-sampling in a longer time-period than a period of flame fluctuation. A fire detecting means 13 calculates an average for N (natural number of 2 or larger) pieces of re-sampling data, and identify the flame by comparing the number of the data which are larger than the average or the number of the data which are less than the average with a predetermined value.
