PROBLEM TO BE SOLVED: To provide a thermal valve system without restriction by the using environment and with high accuracy, by reducing the unevenness in temperature to a permissible degree, and in which a heating part as a current-carrying part of such as a heating element, electrodes, and a terminal is completely air-tight, by allowing the molding of the heating part, that is constituted of the heating element and the electrodes assembled to the heating element, with a resin material. SOLUTION: A pair of electrodes is electrically partitioned and disposed on one face opposite to the other face in contact with a thermally-actuated element of the heating element, and each electrode is respectively connected to the terminal. The other face in contact with the thermally-actuated element of the heating element has no electrode, no terminal, and no electrode plate. The other face is covered and molded to be sealed with an insulation material such as a resin material, excluding the end portions as electrical connection parts of the pair of terminals.
