PROBLEM TO BE SOLVED: To overcome the problem such that the area of reinforcement taken as excessive bar arrangement brings about poor economy though the existing wall and fence for reinforced concrete construction sufficiently fill the area of reinforcement required for proof stress. SOLUTION: Large-diameter reinforcing bars 1 having the prescribed area of reinforcement relative to the cross-sectional area of the wall are taken as wall bars disposed lengthwise and breadthwise at prescribed long intervals. Small-diameter mesh bars 6, wherein the reinforcing bars are arranged lengthwise and breadthwise at prescribed short intervals, are installed along the reinforcing bars 1 serving as the wall bars across the whole of a wall surface. Consequently, the rich bar arrangement, generated in the case of a conventional construction method and making too large allowance for the proof stress, is revamped to enable a design and the construction execution to be conducted in consideration of economy.
