SOLUTION: This lithium - manganese positive electrode material has composition of Li1+xMn2-x-yAlyO4 (0.03<=x<=0.07, 0.07<=y<=0.20) and this lithium battery has the above positive electrode material. By increasing or decreasing the content of aluminum, the specific surface area value can be controlled, whereby the value of the rate characteristic related to the specific surface area can be controlled. Accordingly, it is possible to obtain the positive electrode and the lithium battery totally having all of high capacity, cycle characteristic and rate characteristic.
