PROBLEM TO BE SOLVED: To provide the control device of a hot-water heater for continuing heating operation as much as possible, by determining the state of the amount of circulation water according to a detection signal from one water level detection sensor and surely preventing the situation of firing with no water inside, based on the determination. SOLUTION: When detection, where there is circulation of water by a water level detection sensor, does not continue for six seconds and the non-detection state of circulation water continues for 16 seconds when an operation is started by turning on a heating switch, it is judged that the circulation water is short and heating operation is forcibly stopped by performing safety action (S1, S2, S3). The operation is resumed by the reset of the heating switch. When detection, where there is circulation of water continues for six seconds, it is determined that a specific amount of circulation water is present. After that, when a non-detection state continues for 16 seconds, failure display is made. Also, when there is no detection for six seconds continuously and the non-detection state continues for two days, safety operations is made (S1, S5, S6, S7, S8, S11). This is repeated, until an NG counter for adding the number of occurrence reaches three, and the third safety action is made at the third time (S8, S9, S10, S3).
