PROBLEM TO BE SOLVED: To provide a steel cord reinforcing rubbery material capable of reducing rigidity while holding strength at breakage at an equal or higher level, or capable of increasing strength at breakage while holding rigidity at an equal or lower level, and a pneumatic tire using the steel cord. SOLUTION: The steel cord for reinforcing rubbery material having the following structure: the steel cord has a cord diameter of 3.5-7.0 mm, and diameters of filaments constituting the cord is 0.175-0.400 mm; three core strands are twisted together, and >=8 side strands are twisted around the twisted core strands; and one side of the core strands and the side strands has a twist structure with layers of >=2, and the other side has a twist structure with layers of >=3.
