PROBLEM TO BE SOLVED: To solve the problem that a connection is cut off as the prepaid rate of a prepaid card becomes zero through small use when the prepaid card is used or as a client who only uses is unaware of the charge. SOLUTION: While a client terminal 1 is connected to the Internet 6, a charging server 4 decrease the connection rate according to the connection time and service charge. Further, the charging server 4 computes the connection charge per unit time. The charging server 4 judges whether or not the connection rate becomes zero as the connection rate is decreased. Further, the charging server 4 compares the connection charge per unit time during the connection with an upper-limit amount per unit time which is previously set and stored in a log-in information database 5. When the connection rate becomes zero or when the connection charge per unit time reaches the upper-limit value, a terminal server 2 cuts off the connection with the Internet 6. |
