PROBLEM TO BE SOLVED: To provide an electrode forming method and device which can form an electrode on the whole area of an element of a voltage non-linear resistor without lowering the product efficiency and can prevent the electrode materials from the attaching on the side high resistance layer, and to improve the short time quantity resistance performance of the voltage non-linear resistor. SOLUTION: An electrode forming device has electrodes 3 on upper and lower surfaces of a voltage non-linear resistor in which a side high resistance layer 4 is formed on the side of an element 2. The device is provided with a thermal spraying gun 11 to spray the electrode material on the surface of the electrode and a nozzle 10 to blow air current on the side high resistance layer 4. The thermal spraying is carried out while blowing air current 9 on the side high resistance layer 4.
