PROBLEM TO BE SOLVED: To provide a toner carrier which is excellent in durability and can definitely reproduce images of high picture quality for a long time without causing fog in a white image, rough halftone image or irregular density in a black image even when the carrier is used for a long time. SOLUTION: In the toner carrier having a semiconducting elastic layer 3 formed around a conductive shaft 2, the semiconducting elastic layer 3 is formed by applying at least two resin coating layers on a conductive elastic substrate 31. The first resin coating layer 32 in contact with the conductive elastic substrate 31 has <=109Ω.cm resistance, and the outermost resin coating layer 33 constituting the outermost layer essentially comprises phenol resin and has >=1010Ω.cm resistance. |
