PROBLEM TO BE SOLVED: To automatically inhibit call and the generation of arrival signal sound ringing by a radio mobile communication terminal at a place where other people can be troubled. SOLUTION: A local base station 2 with a call inhibition area 6 as a cell is arranged at the call inhibition area 6 where arrival signal sound ringing and the generation of voices are not desirable in a radio mobile communication system, and a report signal transmitted from the local base station 2 is allowed to contain information for inhibiting the call and arrival sound ringing of the radio mobile communication terminal, thus automatically inhibiting the voice call and arrival sound ring by the radio mobile communication terminal. On the other hand, in the case of communication where no sound such as data communication is generated, a service detection part is provided at the radio mobile communication terminal, thus inhibiting communication.
