A loop-shaped tension spring (7) is provided with an opening (9) for receiving the wire, such that the first limb (8) of the spring lies parallel to the cutting edge, and with the spring in the tensioned (actuated) state, a wire can be inserted, while in the relaxed (non-actuated) state, the opening is arranged in front of the cutting plate (terminal closed).
