PROBLEM TO BE SOLVED: To provide a ground coil device that enables reduction of the size a clamp shaft by restraining large bending moment from acting on the shaft, and to prevent the drop of an axial power by restraining, torque from acting on the shaft. SOLUTION: A round recessed part 12d is formed in an insert 12 buried in a concrete track 11, and a projecting part 12e is formed, extending from the end of the recessed part 12d to a large hole 12b. The clamp shaft 19 is passed through a coned disc spring 18, a plain washer 17, an adjusting plate 16, a metal bushing 15 and the insert 12. Then, the head 19a of the shaft 19 is rotated, being pressed to the metal bush 15 to fit the protruding part 19e of the shat 19 into the recessed part 12d of the insert 12. By making the protruding part 19e contact the projecting part 12e, the end 19d of the shaft 19 is supported rotatably.
