PROBLEM TO BE SOLVED: To make it hard to impose any load on a network at the time of transmitting a picture by connecting a plurality of television cameras to one network. SOLUTION: Pictures from a camera 11 are compressed by a picture compressing part 12, and pictures for one picture (one frame) are stored in a memory part 13, and read and inputted to a comparing and judging part 14, and compared with pictures successively outputted from the picture impressing part (and rewritten and stored in the memory), and when the difference of the two pictures is larger than a prescribed threshold, it is judged that any picture difference is present. The comparison of the two pictures is operated by frame units or operated by packet units with every line or the prescribed number of pixels. Then, when it is judged that any picture different is present, the pictures are read from the memory part, and the identification code of the camera 11 read from a storage part 15 is added to the picture, and the picture is transmitted through a network I/F 20 to a network with a voice collected by a microphone 18, and compressed by a voice compressing part 19.
