PROBLEM TO BE SOLVED: To provide an emergency communication command system that transmits command data and a command voice through an analog channel from a command device to a terminal by one signal without transmitting twice as in a conventional system. SOLUTION: An automatic dispatch designation device 1a outputs command data on an emergency notice in the command device 1, a voice synthesizer 1c outputs a synthesis voice (command voice) corresponding to output data of the designation device 1a and a microphone 1f outputs a command voice. A data conversion section 1b converts a data form of the command data and a first analog/digital conversion section 1d digitizes the command voice in the synthesis voice and the command voice from the microphone 1f and a first compression section 1e applies compression processing to them. A multiplexer section 1g applies time division multiplex processing to the 3-systems of the signal data or the like, and the multiplexed signal is transmitted to a terminal 2 via a modem 1h and an analog leased line 3. The terminal 2 uses a first demultiplexer section 2b to separate the multiplex signal from a modem 2a into the command voice and the command data and a speaker 2e sounds the voice and a display section 2h displays the command data.
