PROBLEM TO BE SOLVED: To provide an EGR cooler provided with a shielding member for opening/closing a heat exchange passage and a device for driving the shielding member and being not made to a larger size as compared with a conventional EGR cooler. SOLUTION: A rotation plate 14, a support rod 15 and a pressure-receiving plate 16 connected to the support rod 16 are mounted to both sides of a separate plate 11 while they sandwich the separate plate 11 by a rivet 18. The rotation plate 14 and the support rod 15 are movable along a surface of the separate plate 11 while making the rivet 18 as a fulcrum in the state that they are connected and fixed each other by the rivet 18. The pressure-receiving plate 16 is exposed to a pressure of cooling water flowing-in from a cooling water flowing-in passage 9. When the pressure-receiving plate 16 is moved by the pressure of cooling water, the rotation plate 14 slides accompanying with it. Opening/closing of a part of a plurality of slender pipes 13 is carried out by opening/closing a first through hole 12 formed on the separate plate 11 by the rotation plate 14.
