PURPOSE: An apparatus and a method for an oriental medical examination and treatment are provided to manage effectively health of a user by consulting in real-time about health to the user's doctor and linking the consulting service through off-line. CONSTITUTION: A web browser(43) for the herb doctor in duty chats in real-time with a predetermined member and provides an answer to a question of the member. A web server(44) outputs all sorts of web pictures for use in the oriental medical examination and treatment to the web browser(42,43) connected thereto. A database server(45) calls out information, stored in a member information storage(51), the herb doctor list storage(52), a herb doctor detail information storage(53), the medical examination and treatment case information storage(54), the medical examination and treatment case detail information storage(55), a consulting substance storage(56), and an answer substance storage(57), by a request of the web server(44) and transfers the called information thereto.
