PURPOSE: Improved methods of encoding and decoding video signals using MPEG2 and apparatuses adapted for the methods are provided to compression-encode high-definition images with a high compression rate. CONSTITUTION: A video signal is compression-encoded in such a manner that the video signal is sampled to a standard screen size of MPEG2(S102), and horizontal pixels of the standard screen are decimated(S104). The decimated screen is compressed according to MPEG2 video compression method(S106). An audio signal is compression-encoded according to standard MPEG2 audio compression method(S108). The compressed video data and audio data are multiplexed to form source data(S110).
