PURPOSE: To detect a CM contained in a television broadcast signal surely without erroneous detection. CONSTITUTION: A CM candidate section detecting part 39 detects a CM by using a voice mode signal outputted from a tuner 31, a silence decision output detected from a silence detecting part 38, and a scene change detecting output from a scene change detecting part 36, as base materials. When it is known previously that CM is not contained in the broadcast signal, a detecting operation deciding part 42 restricts the operation of the CM candidate section detecting part 39, in the case of a weak electric field.
