PROBLEM TO BE SOLVED: To provide the improved digital image compressing method of a raster image. SOLUTION: A stable feedback loop for compressing image data by fine granularity (generally, 8×8 pixel block) under a plurality of compression constraints, and for managing incremental bias capable of strengthening the compression by selectively performing a much stronger compression technique to the block which is the most resistant to artificial visible components, and for managing adjustable segmentation and compression parameters to be used for controlling the image compression is obtained.
