PROBLEM TO BE SOLVED: To provide an insulating base board for organic EL display element, made of an organic compound material for making light emission through electron-hole implantation and recombination, superior in the flexibility, waterproofness, resistance against oxygen, and stability in the light-emitting operation. SOLUTION: The insulating base board of the organic EL element includes a base material made from a metal plate or metal foil, where an insulating layer made of an organic resin having a thickness of 1-40μm and a surface roughness of Ra<=0.5μm and Rmax<=1.5μm is formed on the surface of the base material.
