PROBLEM TO BE SOLVED: To improve operation efficiency of the whole system by switching handling procedures at a correction terminal unit between procedures for giving priority to precision and procedures for giving priority to speed in accordance with a degree of importance of document data and a degree of busyness of the system. SOLUTION: In the system performing character recognition processing, correction of recognized character, and file preservation by distributing these processings by a recognition server 1 and the correction terminal unit 2 connected through a network, the correction terminal unit 2 checks ON or OFF of a busy time flag from an operation specification file that the recognition server 1 has, skips correction processing of an erroneously read character among characters which are the results of recognition if the busy time flag is ON, and converts document data transmitted from the recognition server 1 into a specific file format directly for file preservation.
