PROBLEM TO BE SOLVED: To provide an audio signal coder that can properly reduce the number of times of the calculation estimate loop, until permissible distortion and the number of bits used for the coder that are properly brought into a permissible range. SOLUTION: The audio signal coder has a time-frequency conversion section 11, an audible model section 12, a quantization coding section 13 and a bit stream processing section 14. The quantization coding section 13 is provided with a block, having a quantization distortion calculation discrimination means 134, that brings the quantization distortion to a permissible noise level calculated from the audible model section 12 or below as its control and having a band level revision means 135, and a block having a bit number calculation discriminating means 132 that conducts quantization and brings the result to a range as its control and having a full-band level revision means 133. The full-band level estimate means 131 is provided in the heading position so as to estimate an initial value of the full-band level revision means 133 in the block. |
