PROBLEM TO BE SOLVED: To improve maintenance such as the attachment/detachment, inspection and cleaning of a filter 11. SOLUTION: A device is provided with a casing 2 which is fitted to a blocking structure 1 and separates inner air A and outer air B by a diaphragm 3, a heat pipe unit 4 which passes through the diaphragm and is supported by it, an outer fan 8 which is fitted to the casing 2 and introduces outer air B into the casing 2, a filter 19 arranged in front of the outer fan 8 fitted to the casing 2 and a filter holding tool 20 constituted of an attaching/detaching port 20a to/from which the filter 19 is attached/detached, an opening 20c which is formed in the front part 20b and which makes outer air B pass through, a filter receiver 20d receiving the filter 19, guide walls 20e which are formed on both side parts and constitute the guides of the filter 19 and flange parts 20f fitted to the casing 2.
