PROBLEM TO BE SOLVED: To realize the so called 'pay per program' in which an individual program is viewed by paying without a comprehensive agreement. SOLUTION: A charging center transmits a viewing approval code for viewing a pay program for a pay program viewing application requested by a pay program viewing applicant via a public telecommunication and telephone line and collects the fee. A reception device which has received the viewing approval code can view the pay program according to the viewing approval code. For a scramble format one of three formats of fixing, selecting or changing is adopted, for viewing application one of three formats of time assignment, program number assignment or preliminary number assignment is adopted and for the viewing approval code one of three formats of decoded data, undisclosed program number or decoded data number is adopted.
