PROBLEM TO BE SOLVED: To provide a TDMA communication system capable of carrying out downlink adaptive beam formation and downlink power control. SOLUTION: An allocation message includes an identification code for allocating users to the prescribed slots of the frames of an uplink and a downlink, and the allocation message is transmitted to users in all the sections of the slot of the first frame of the down link block of the frame. By using the corresponding slot of a following downlink frame after that, information is transmitted to the users and downlink adaptive beam formation and downlink power control are carried out at the same time. The users use the corresponding slots of an uplink frame to send the information to system equipment. Conventional users can use the system while other users can transmit and receive information by this system.
