PROBLEM TO BE SOLVED: To provide a perpendicular magnetic recording medium and a method for manufacturing the medium which has improved coercive force and noise and has good recording and reproducing characteristics. SOLUTION: The perpendicular magnetic recording medium is obtained by successively laminating a base layer and a perpendicular magnetization layer on a substrate, with the axis of easy magnetization of the perpendicular magnetization layer orienting in the direction perpendicular to the substrate. The base layer consists of a Ti-Cr layer which is amorphous or in a microlite state having <=10 nm grain size and has the composition of 15 to 27 atm% Cr to the total amount of Ti-Cr.
