PROBLEM TO BE SOLVED: To provide a card issue system for freely combining and loading required functions, according to the authority and a demand of an issuing object person out of a plural number of the functions, such as an access control function to a specified area, a subject person certification function at using of a network, electronic money, credit or bank account functions, etc., moreover certificate functions for a card used in an organization of an enterprise, an association, etc., by right and to certify the bearer as the person related with to the organization. SOLUTION: The identification card issue control system, for certifying a person as a constituting member of the organization, is furnished with an input part 2 to input identification card application information concerning the constituting member, a status determining part to judge a status of the constituting member, a function definition table to define the functions to load on the certificate card and an indication part 12 to load the functions specified by the function definition table on the identification card in accordance to the determination of this status determining part. |
