PROBLEM TO BE SOLVED: To erase the moving picture less to be used later in a block unit among moving picture data stored in a cache, to improve the hit ratio of the cache, to reduce traffic on a network and to shorten the read time of data. SOLUTION: Whenever a read request is outputted by an application program 4 and moving picture data of a new frame is taken in from a video server device in the block unit, a managing part 6 compares the time code designated by the read request with the stored time codes. The frame corresponding to the time code where the absolute value difference is the largest, is designated as an objective frame to erase and a block in the frame is erased.
