PROBLEM TO BE SOLVED: To provide an IC card capable of adding and changing a program while keeping the security of the IC card. SOLUTION: Writing is restricted by a program 3B for controlling writing provided with a decoding function, thereby adding and changing a program to a memory 4 for writing while keeping the security of the program to be written later without influencing on the function of the IC card.
