PROBLEM TO BE SOLVED: To provide IC card issuing devices having improved security when mutually utilizing an IC card. SOLUTION: The IC card issuing devices 20 and 30 are provided with a new card issuing means 50 recording the card data including ciphered IC card issuer data on the IC card 8 connected via an IC card reader/writer 9 and service addition authorizing means 71, 72, 73 receiving the service addition request data to the IC card and the ciphered IC card issuer data recorded on the IC card, authenticating the ciphered IC card issuer data with the given key information, transmitting service addition authorization data and writing the service addition information on a service addition information storage means 60 when the issuer of the IC card is confirmed, and transmitting service addition prohibition data when the issuer of the IC card is not confirmed.
