PROBLEM TO BE SOLVED: To provide a disaster preventing public information system constituted to notify people around a base station, of disaster preventing information using the base station for mobile phones. SOLUTION: A disaster preventing center 1 transmitting data on disaster preventing information, and PHS base stations 3-1-3-N are connected to a communication line 2. Voice synthesizing devices 4-1-4-N are connected to the PHS base stations 3-1 -3-N, and voice generating devices 5-1-5-N are connected to the voice synthesizing devices 4-1-4-N. When the base station receiving data from the disaster preventing center 1 determines the data addressed to the own station, the voice synthesizing device connected to the base station generates disaster preventing information by voice synthesis on the basis of the data, and the voice generating device connected to the voice synthesizing device and installed near the PHS base station outputs voice of disaster preventing information by voice synthesis.
