PROBLEM TO BE SOLVED: To unify and register trouble management, test management, and production management which are individually managed and carried out in a database by paying attention to the generation times of respective events. SOLUTION: A cell inspecting means inspects whether or not time information (test addition time, test performing time, trouble occurrence time, and trouble solution time) is registered by records of the database and a database update means 120 judges a record where the time information should be registered and specifies a cell where the time information should be registered according to the inspection result of the cell inspecting means.
