PROBLEM TO BE SOLVED: To establish an organic EL panel structure and a manufacturing method for organic EL panels, capable of suppressing generation of a short- circuiting or leakage between a transparent electrode and a back face electrode and enhancing the yield of EL panels from the manufacturing process. SOLUTION: The organic EL panel is structured, so that a laminate 9 formed by pinching an organic layer 5 having at least a light-emitting layer with a transparent electrode (first electrode) and a back face electrode (second electrode) is provided on a glass board (transparent base board) 2, whereon also a seal cap (sealing member) 7 is installed so as to constitute an accommodation space 11 for the laminate 9, where a sealing liquid 8 consisting of an inert liquid having a prescribed oxygen concentration is encapsulated in the accommodation space 11.
