PROBLEM TO BE SOLVED: To attain efficient congestion control. SOLUTION: A packet header information identification section 1 compares the header of a received packet with a packet header pattern 21 in a lookup table in an abort priority information storage section 10 and outputs abort priority information 23 corresponding to the packet header pattern 21 when they are coincident. An abort priority information provision section 2 provides abort priority information to the packet on the basis of the abort priority information 23. Transmission queues A, B store the packet to which the abort priority information is provided and when the number of stored packets reaches a threshold value, a batch abort processing section 5 aborts packets with the highest abort priority altogether.
