PROBLEM TO BE SOLVED: To simply control only communication by an Internet telephone or the like without putting an enormous load on a user and a manager of a communication network. SOLUTION: A central information management server 22 is connected to an adaptor 24 that is connected between a communication terminal 12A and a public line network 14 directly through a PSTN or the like. The central information management server 22 revises authentication information stored in the adaptor 24 and telephone number information of a relay base 18 while maintaining a connection function of the communication terminal 12A to the public line network 14 via the adaptor 24.
