PROBLEM TO BE SOLVED: To enhance the utilization efficiency of a transmission channel in a communication system which requires a control channel(Cch) in addition to a 2R+D (Bch: user-information transmission channel and Dch: circuit- switching signal channel) as an ISDN basic interface. SOLUTION: A command signal by which an ISDN processor 11 inside a telephone switchboard 1 controls a network terminal device 4 is changed to a message by a Cch information conversion part 21 inside the radio control station 2. A status signal by which a state is reported to the processor 11 is changed to a message by a Cch information conversion part 31 inside the slave station 3. The respective control signals which are changed to the messages are superposed on a Dch signal format so as to be transmitted respectively to a partner station. The Cch and the Dch are preassigned, and the Rch is demand-assigned. Thereby, the time required for allocating the transmission channel to the Dch and the Cch is omitted, the time required for a call connection can be made identical to that of a conventional all-transmission-channel preassignment system, and the utilization efficiency of the transmission channel can be enhanced.
