A monitoring control device for identifying an event occurring in a part of a hierarchically structured apparatus or system and applied to maintenance and operation so as to improve the efficiency and flexibility of the monitoring control without changing the configuration of the hardware. The monitoring control device is characterized in that constituent elements infected by an event having individually occurred in one of constituent elements and disposed nearest in a lower order are registered in advance, the specific states of all the lower-order constituent elements infected by the event having occurred in a higher-order constituent element are separately registered according to an appropriate iterative algorithm, and the event having occurred in a constituent element such a specific state of which is registered is ignored.
