PROBLEM TO BE SOLVED: To provide a pumping device and a water quality purification system capable of pumping water without using an electrically-driven pump and its subsidiary equipment and realizing the water-pumping even if there is no electrical equipment in them. SOLUTION: The water quality purification system is so constituted that bay-shaped areas (first bay-shaped areas 22a) gradually widening the width from the shore 21 to the offing 22 in the forward direction is formed, wave collecting weirs (first wave collecting fences 11a) is engaged with the shore making the shore 21 crawl with the waves by gradually collecting the waves to heighten the waves and that water quality purified areas (vegetation purified zones 2) purifying water quality surrounded by the shore 21 and the wave collecting weirs (first wave collecting fences 11a) engaged with the shore and by making the waves crawling up the shore 21 pass through by the wave collecting weirs (first wave collecting fences 11a) engaged with the shore are included.
