PROBLEM TO BE SOLVED: To provide the rainwater preventing device of an outdoor tubular structure such as a smoke stack and a duct. SOLUTION: This device has an outdoor tubular structure 10, a plurality of parallel rotation axes 12 that are provided in the vicinity of the exit of the outdoor tubular structure and orthogonal to the central axis (a) of the outdoor tubular structure, an opening/closing plate 13 that is fixed to each rotation axis 12 and is freely rotatable about the rotation axis and a linkage mechanism rotating the opening/closing plate 13. The linkage mechanism comprises the first pulley 17, the first link 18, the second link 19, the third Ink 21, the second pulley 23, a belt 24, a handle 25, etc., and the opening/closing plate 13 can be opened and closed by rotating the handle 25. By closing the exit of the outdoor tubular structure by means of the opening/closing plate 13, the entry of rainwater into the structure is prevented.
