PROBLEM TO BE SOLVED: To provide a hybrid propellant which is safe and easy to handle and makes it possible to obtain a high density ratio driving force and a liquid oxidizing agent usable for the liquid propellant. SOLUTION: This liquid oxidizing agent contains hydroxylammonium nitrate and >=1 kind of the oxidizing agent selected from the group consisting of hydrazinium nitroformate, ammonium dinitramide, ammonium nitrate and hydrogen peroxide.
